What is PLT in Victoria?

Practical Legal Training is the structured training stage between academic study and admission to the legal profession. For graduates wanting to practise law in Victoria, PLT is the practical bridge that develops the skills, values and practice area knowledge set out in the Legal Profession Uniform Admission Rules 2015.

Once admitted as an Australian lawyer, you can apply to the Victorian Legal Services Board and Commissioner for a Victorian practising certificate, which is what allows you to engage in legal practice as a solicitor in Melbourne and across Victoria.

IOLT's PLT is accredited by the Legal Practice Board of Western Australia. Under Australia's national admission framework, an IOLT PLT qualification supports admission as a lawyer in any Australian jurisdiction, and once admitted, lawyers have national portability across all states and territories. For Victorian law graduates, this means you can complete your PLT entirely online and end up practising in Melbourne or anywhere else in Victoria.

PLT for Melbourne based law graduates

Most Victorian law graduates are based in or around Melbourne. For Melbourne graduates, the practical question is usually not whether to do PLT. It is mandatory. The question is how to fit it around the other demands of an early legal career: paralegal work at CBD firms, seasonal clerkships, commute pressure from Melbourne's outer suburbs, and the rolling deadlines that come with trying to be admitted as soon as possible.

IOLT's online delivery is built around these realities. Because the coursework is fully online and start dates are rolling, Melbourne graduates can begin their PLT on their own timeline rather than waiting for a semester intake, and can study from home, from a coworking space, or from the desk at their paralegal job during quiet periods. There is no requirement to attend a campus anywhere in Melbourne, regional Victoria, or elsewhere in Australia for the coursework component.

Who this page is for

This page is for law graduates and final year students from Victorian universities, and for graduates from interstate or overseas law schools who want to practise law in Victoria.

That includes graduates from Victorian law programs such as:

Victorian law programs (selection) University of Melbourne, Monash University, Deakin University, La Trobe University, RMIT University, Swinburne University of Technology, Victoria University, Australian Catholic University, and accredited interstate law programs recognised under the Uniform Admission Rules.

Whether you studied in Melbourne, Geelong, Ballarat, Bendigo, online, or interstate, the practical question is the same. What is the clearest route from your academic qualification to practising law in Victoria? The rest of this guide walks through that pathway.

Can you do PLT online for Victorian admission?

Solo law professional walking through Melbourne CBD between work and PLT study

Yes. IOLT's PLT is delivered 100% online from start to finish. The only in person element of the entire pathway, for Melbourne and Victorian graduates, is a single day attending an admission ceremony. Everything else, including the 24 weeks of coursework and the 20 days of workplace experience, can be completed from anywhere in Victoria.

Once admitted, you are an Australian lawyer with national portability. You can then apply for a Victorian practising certificate and practise as a solicitor in Melbourne or anywhere else in Victoria, just like graduates from any other PLT provider.

i
Good to know

IOLT is accredited by the Legal Practice Board of WA. Under the national admission framework, this qualification supports admission as a lawyer in any Australian jurisdiction, and admission gives you national portability to practise anywhere in Australia, including Victoria. For full course details see the PLT course information page.

The pathway to practising in Victoria

The pathway from law school to practising as a solicitor in Victoria has five steps. PLT is step two of five.

Complete your academic qualification

Complete your law degree (LLB, JD, or equivalent) or other recognised academic qualification covering the Priestley 11 core areas of knowledge.

Complete your Practical Legal Training

Complete an accredited PLT program. For IOLT students, that is the 24 week online course plus 20 days of workplace experience, all of which can be done from anywhere in Victoria. See the full course information for the IOLT program structure.

Apply for admission

Apply for admission as an Australian lawyer. IOLT supports your admission application under the national framework and helps you choose an admission ceremony date and location that fits your timing.

Attend your admission ceremony

Attend a Supreme Court admission ceremony. For IOLT graduates, ceremonies are held in Sydney, Canberra, Brisbane, Perth, or Darwin. It is a single day, and you choose the city that works best for you. Many Melbourne students choose Sydney or Canberra simply because the flights are short and frequent. Once you are sworn in, you are an Australian lawyer with national portability.

Apply for your Victorian practising certificate

Once admitted, you apply to the Victorian Legal Services Board and Commissioner for a Victorian practising certificate. With that certificate you can practise as a solicitor in Melbourne and anywhere else in Victoria, the same as a graduate from any Victorian PLT provider.

i
About the admission ceremony

Admission ceremonies are short, formal events held at the Supreme Court of the relevant jurisdiction. They are a long standing tradition of the Australian legal profession and most graduates describe them as one of the most memorable moments of their early career. For Melbourne students, treating the trip as a one day commitment to Sydney, Canberra, or Brisbane is the simplest way to think about it.

Can you start PLT before graduating in Victoria?

In limited circumstances, yes. Under the national admission framework, you can start PLT before completing your law degree only if all of the following apply:

  • You have no more than two academic subjects left to complete
  • Neither remaining subject is one of the Priestley 11 core academic areas of knowledge
  • You are enrolled in those remaining subjects while doing PLT
  • You have applied for and received prior permission from the relevant admitting authority

Students applying for early commencement need to lodge an application with the relevant admitting authority, include reasons why approval should be granted, and attach a letter from the Dean of their law school verifying completion of the Priestley 11 areas and enrolment in the final two remaining non Priestley subjects. IOLT can help you understand which admitting authority's process to follow based on where you intend to be admitted.

What happens after you finish PLT?

Finishing PLT does not automatically mean you can start practising. Completing PLT makes you eligible to apply for admission. Admission itself is a separate step, and is what makes you an Australian lawyer.

The full sequence is: law degree, then PLT, then admission application, then admission ceremony, then a Victorian practising certificate. Only at the final step are you authorised to practise as a solicitor in Victoria.

!
Timing note

Admission applications need to be lodged in advance of the ceremony date, usually several weeks before. If you have a particular timeline in mind for starting practice in Melbourne, start thinking about admission timing well before your PLT finishes, not after. IOLT can help you map this out.

How much does PLT cost for Victorian admission?

IOLT's PLT course fee is $6,000, the same regardless of which Australian state or territory you intend to practise in. The course is the same course whether you end up practising in Melbourne, Sydney, Perth, or Brisbane. Full details of what is included are on the PLT course information page.

There are some additional admission and practising certificate fees outside the PLT course fee. The admitting authority where you attend your ceremony charges its own admission application fee, and the Victorian Legal Services Board charges a separate fee for your Victorian practising certificate. These are admission and certification costs rather than PLT course costs, and they apply regardless of which PLT provider you use. Current fees are published on the relevant authorities' websites.

Frequently asked questions about PLT in Victoria

Can I practise law in Victoria after doing IOLT PLT?

Yes. Once you complete IOLT's PLT and are admitted as an Australian lawyer, you have national portability and can apply to the Victorian Legal Services Board and Commissioner for a Victorian practising certificate. With that certificate you can practise as a solicitor in Melbourne and across Victoria.

Can I do PLT fully online in Victoria?

Yes. IOLT's coursework is delivered 100% online with rolling start dates, so Melbourne based graduates and students across regional Victoria can complete their PLT coursework and 20 days of workplace experience from anywhere in Victoria. The only in person requirement in the entire pathway is the admission ceremony itself.

Where is the admission ceremony held for Melbourne students?

IOLT graduates attend a Supreme Court admission ceremony in Sydney, Canberra, Brisbane, Perth, or Darwin. It is a single day, and you choose the city that works best for you. Many Melbourne students opt for Sydney or Canberra because the flights are short and frequent. Once admitted, you have national portability and can apply for a Victorian practising certificate to practise in Melbourne.

Why is the ceremony not in Melbourne?

IOLT's PLT is accredited by the Legal Practice Board of Western Australia, which means IOLT graduates apply for admission through one of the jurisdictions where this accreditation flows directly into the admission process: Sydney, Canberra, Brisbane, Perth, or Darwin. Once admitted in any one of these jurisdictions, you are an Australian lawyer with national portability and can practise in Victoria like any other admitted lawyer.

Can I do PLT in Melbourne online with IOLT?

Yes. Melbourne based law graduates can complete the full 24 week IOLT PLT course online from anywhere in Melbourne, including home, a coworking space, or a Melbourne CBD paralegal role. There is no campus attendance requirement for coursework. Workplace experience (20 days) can be completed at a Melbourne law firm, in house legal team, community legal centre, or other recognised legal environment.

Can I start PLT before I graduate in Victoria?

In limited circumstances. Early commencement is permitted only if you have two subjects or fewer remaining in your law degree, neither is a Priestley 11 core subject, you are enrolled in those remaining subjects while doing PLT, and you have obtained prior permission from the relevant admitting authority. Early commencement requires a formal application supported by a letter from your law school's Dean.

How long does IOLT PLT take?

IOLT's PLT is a 24 week program. The 20 days of workplace experience are completed within the same 24 week window, either in a continuous block or spread throughout the program, whichever works better for your circumstances. Students working full time typically choose the spread out option. See the course information page for more detail.

How many days of workplace experience do I need?

IOLT's program requires 20 days of supervised workplace experience as part of the 24 week course. Placements can be at a private law firm, in house corporate legal team, community legal centre, government legal branch, or other recognised legal environment, and can be self arranged or arranged through IOLT. Melbourne based students typically arrange placements at a Victorian firm where they already work or want to work.

What if I studied overseas or interstate?

Overseas qualified applicants and interstate law graduates follow the same PLT pathway as Victorian graduates once their academic qualification has been recognised or topped up to meet the Priestley 11 requirements. IOLT's online delivery is well suited to overseas qualified applicants because it does not require relocation or attendance at a physical campus. See our international students guide for more detail on the overseas pathway.

Is PLT the same as admission?

No. PLT is the practical training stage that satisfies part of the eligibility requirements for admission. Admission itself is a separate step that requires applying through an admitting authority and attending a Supreme Court ceremony. And admission is separate again from the practising certificate you need to actually practise as a solicitor in Victoria.

How much does PLT cost for Victorian admission?

IOLT's PLT course fee is $6,000, the same regardless of which state you ultimately intend to practise in. There are separate admission application fees charged by the admitting authority where you attend your ceremony, and a separate Victorian practising certificate fee charged by the Victorian Legal Services Board. These are admission and certification costs rather than PLT course costs.
